Outgoing landline call fault

I have a weird problem making outgoing landline calls. 

I get the dial tone, I can dial the number, the call connects - but the person I am calling cannot hear me and inevitably hangs up. Incoming calls work fine.

It is not the phone as I have tried replacing it with with another, to no effect.

I have tried calling the helpline via my mobile, I just end up waiting in the queue for so long that I have to go into a work meeting before I am connected. 

A while back I did manage to get through and I was told that if I converted to a digital line (by plugging the phone into the modem) this would cure the problem. I was supplied with a dongle for the modem, but never received any letter or notification of my switchover day, so I am still using the old phone jack. The phone does not connect via the modem, I have tried.
