On Demand pixelating

Hi, 

Our on demand picture and sound quality on both out Virgin boxes is shocking. An engineer has been out today and replaced one of the older boxes but it made no difference and we can’t watch anything on catch up tv or on demand. 

The engineer said it is a signal network problem that virgin have been aware of for some time and not something the engineers can fix themselves. 

Anyone else having similar problems or know a solution to fix?
