Incorrect bill

I have recently changed my package with Virgin media. I was told on the phone my new bill would be £40 I have just logged into virgin and have seen its £63 then £73. I have emailed and tried to communicate over live chat but have heard nothing. I am unable to call as I am not in the country and will get charged. My 14 days cooling off period ends tomorrow. I either want to leave virgin or have the £40 bill honoured. This is completely ruining my holiday as I’m stressed over this. What shall I do? I have not signed my contract but does that matter?
