Catch up and on demand

Iv'e been attempting to use the 'catch up' and 'on demand' feature on my V6 box but I continually get a message 'Catch up and On demand are unavailable at the moment please try again in a few minutes' I have tried several times each day since the beginning of January only to be greeted with the same message every time. Can anyone suggest what kind of fault is taking nearly two weeks to resolve
