I assume you are well aware that all "kerb dropping" had to be done by the local council (at exhorbitant cost of course) - no DIY allowed !
Having a VM owned manhole cover might complicate it of course - but I think it will be the least of your issues - I would check what the council say asap as this must not be uncommon for them.
