Vulnerable mum has lost incoming calls

Hi my mum is over 80. She has lost incoming calls. I can’t help her at the moment because I’m 100miles away. I’m not sure if she should have had a switch over to fibre? Could this be the issue? Northampton area .

Landline takes 20 seconds to connect
