Landline problem now resolved. A very nice engineer called and troubleshooted the problem, which turned out to be in the external box on the wall of my property where the Virgin cables enter. All fixed an working within an hour of him calling.
As to the "Network not available for voice calls", it appears to be a weather based problem. Signal reception in my immediate area is poor-ish at the best of times, bad weather simply makes it worse.
