iPhone stolen during transit

• I was expecting a delivery of my upgrade iphone11 and iPad today. When the package was delivered it only contained the iPad. The box it came in had brown tape around it and the double sided tape that should secure the box still had the tear off strip attached so it was not secure. I have raised a complaint and investigation with some very unhelpful people at the 789 call centre who said I am still liable for this and cannot cancel my contract. What are my consumer rights please?
