exceeding recaptcha quota

I'm trying to register a new account and keep getting the message "This site is exceeding reCAPTCHA quota. Please enter valid captcha.

I can see by looking through the forums that this seems to be a very common problem and I have tried all the suggestions of a different browser, clearing cookies and caches but I cannot get it to work on either the website or the App which is very frustrating. i need to be able to check my bills!

Any help would be appreciated!
