Will I will able to access local wifi (hotel, airport etc..) in Beijing using my UK virgin mobile?

Yes.

WiFi is just a wireless connection between a mobile device (tablet, laptop, phone) and the wireless router, and has nothing to do with your mobile carrier.

When I went there the hotel wifi was pretty bad even in top hotels.

Remember many western news sites will also be blocked such as BBC, Guardian etc. I would download a VPN before you go as that will allow you to see these sites. Many cheap VPNs don't work there either as the government blocks them. I found "Express VPN" pretty reliable and wasn't blocked.

Many VPN sites will be inaccessible as well from China so get it set up before you go.
