Swapped sim unlock code fail

Received my new sims (yes, plural I'm one of those dodgy guys with two phones!) - one has been swapped with no issues but the one for my older model phone (Nokia style) requests the unlock code but fails to recognise it - went online to request a new code and got emailed with....exactly the same code, so that wasn't too helpful - what's my next step?

It may be that the old phone is Network Locked to whoever you bought it from. Probably Virgin or EE.

Believe it or not the new SIMs will not work on a locked phone even if it was Virgin as they are now programmed by Proximus as part of Virgin's move away from total reliance on EE

Ah, I see (I think!). Will I be able just to get the phone unlocked elsewhere and use the new sim or (as suggested by the staff in the Virgin Media store) just buy a new cheap phone to use it in?
