Service ending PAC code request

I'm having exactly the same issue with my mum's SIM card, unable to request a PAC despite entering details correctly, and getting same error text. Any suggestions?

Welcome to our Community Forums! Thank you for your first post, and I'm sorry to hear that you're experiencing the same issue. 

Have you checked if the SIM has credit to send the text?

Would you be able to pass security on your mother's account for us to look into this further?
