I often need to use Virgin mobile internet near Watford tube station (WD18 7LE). I get 3 bars signal, yet no response for internet. Data is turned on! Same whether I set 4G or 3G. Could EE be asked to improve the hardware in this locality pronto.

OFCOM coverage map does not show the best of coverage in that location I'm afraid.
It's unlikely EE will do anything on just Virgin's say so. Would help if Virgin had 800MHz 4G but none of the MNVO networks are given access to that.
