New sim no signal won’t activate

New Virgin contract sim no signal won’t activate says unprovisioned it came with my new iPhone SE20 but will not activate! It is not the device as put my oevice as another sim worked in device and new sim would not activate in old phone either! I have waited over 48 hours now done all the suggestions given to me now have contract and cannot call or anything please help
