New SIM not showing up

I lost my phone so I had the sim blocked, I've now found my phone and been sent a replacement sim - after inserting the sim (right way up good connection etc) and turning my phone on I'm not asked for any pin and the signal bar says emergency only or sometimes no service 

Is my phone blocked too?
