My wife's mobile line does not work since we're in Portugal. We tried different phones, no data, no calls.
What should we do?
Is roaming switched on and international call barring switched off, on her online account?
Did you get a welcome to Portugal text on arrival?
If yes to both of those, try connecting manually to all of the networks.

Everything is switched on, but she never got the welcome to Portugal text.

Best to wait here for a vm moderator who will respond (hopefully) soon.
In the meantime, you can try the manual network connect I suggested. Maybe put the phone in/out of flight mode first.
Suspect vm will need to reset roaming from their side though.
