I recently bought a pre owned Huawei P Smart online and whenever I try to put my sim in the phone asks me to put a NCK code in but I don't know how what the code is

The phone you bought is locked to the network who sold it as new.
You need to contact the seller as the code has to come from that network

Unlocks aren't free either. NCK usually indicates it's one of the main networks, EE, Vodafone etc. SPCK usually indicates a virtual network, Tesco, Virgin etc.
Did you receive it in the orginal box? have a look in any of the literature in the box or the white label to see if a network is mentioned.
It would be easier to return it to the seller if it's CEX or wherever but you might want to visit an independant mobile repair shop who might be able to unlock it.
