Factory reset on Mobile

S20 5G FE - When carrying out a factory reset, does the phone get reset to same as when I received the device from Virgin, or further back to when it left the Samsung factory?

To answer your question, if you complete a Factory Reset on your Mobile phone, it will return to the same state as when you received it.

So it means there is Virgin loaded  apps like they used to have?

Yes, if the apps were on the device when your first received this, they will be reinstalled in a factory rest 🙂
