Can't access voicemail overseas

When I get through to voicemail, it asks for a PIN. I then receive a text message saying "Your voicemail has been accessed from another phone.".

I notice this problem has been reported and solved before, by Martin_N for example. I wonder if you can help with what looks like a recognized issue.
