Can not send text messages

I have a sim card with my virgin account.  I was always told I could use the sim in my tablet but have always had problems unless it was on  WiFi.  

I have now been sent a new sim card and it requires me to send a text to the operator to let them know that I want to swap the sims over . Yet my texts won't send . I receive texts but it won't allow me to send . Any ideas would be very grateful
