Blocked phone number

My phone has blocked a single number although I can call that number. No other numbers on my contacts list are affected. I have checked my blocked numbers list but the number doesn’t appear there. I have also deleted the contact name and number and set it up again from phone storage to sim, without success. The number is my mums and it’s vital that she’s able to call me at anytime. Any ideas? 
PS I didn’t block it, who dare do that!!!

sorry for the delay in replying. The situation is resolved! Out of the blue, I can now receive calls from that previously blocked number.
