Stuck on “Starting up”

Hi, this morning the Virgin TV was not working. I switched off at the mains and left for a few moments as instructed.

The screen is now stuck on “starting up” and the box has a blue light with a red flashing one. 

I have tried restarting and doing a test online but no luck.

Are you able to advise please?
