CityFiber is installing fiber optic cables in our street. Will Virginmedia be using these cables in the future?

City Fibre is a different network operator, and a rival to VM.

It's possible the ducts might be common to both.

CityFibre has no reason to allow anyone else to access its network. Only Openreach is required by Ofcom to provide other operators access to its poles and ducts. Incidentally VM's use is small and limited to its FTTP network.
