Activation fee

Why are we charged an activation fee for upgrading to new box when our services are already active and it's self installed ?

Possibly activation of the new hardware itself, rather than the services, old box etc ?

The activation fee is only waived if the box being replaced is obsolete. Customer requested "upgrades" usually come with an activation fee.
