Presumably because the streaming contracts which VM have negotiated with their content suppliers impose a two device limit per individual VM Account.
I have seen posts that suggest other providers allow more devices to be registered but restrict use to only two devices simultaneously. Perhaps this is something VM could look at negotiating when the contracts come up for renewal.
