I'm having this same issue... Was there any resolution?

Web Safe only works in conjunction with Virgin Media's DNS. To confirm if this is the case go to https://1.1.1.1/help from the device on which Web Safe is not working and post the AS Name value here. For example:

Thanks for your first post and welcome to our Community.
Sorry to hear you are having an issue with blocking specific websites.
I'd like to take a look into this for you.
If you don't mind, I will need to send you a private message to pass security. 
If you can check the purple envelope top right of your screen that would be great.

Hi 用心棒

This was helpful in that I had changed my default DNS addresses, but I have since defaulted them and restarted. The Cloudflare site now shows this:

... but I still can't save any blocked websites on VirginMedia's Security settings page....

Any other ideas?

Sign in and then go to https://my.virginmedia.com/my-apps/onlinesecurity/websafe/settings to make changes via the old page; if this works then make changes via this route going forward until Virgin Media fix the issue with newer page.
