Can you add 3rd party apps to the stream box?  TIA

Nope!

Only apps VM has agreement to use are installed. So as agreements are signed they are added automatically.

VM 350BB 2xV6 & Landline. Freeview/Freesat HD, ASDA/Tesco PAYG Mobile. Cable customer since 1993

As mentioned by @nodrogd, you are unable to add 3 party apps to the stream box. You can find out about the available app and extra information here https://www.virginmedia.com/tv/stream.
