Probably limited by a cable or network adaptor that only operates at 100 Mbps (which net of data overheads is around 94 Mbps in practice). If you're within 14 days cooling off period, phone and cancel the "upgrade" unless you see useful benefits over wifi.
You were not even getting full use of the 200Mb/s service, hard to believe a PC even 10-15 years old would have 10/100Mb/s NIC, an older bare bones Laptop sure.,
