Virgin Media Slow Downloads but Fast Speed Test

Hey guys, I'm wondering if any of you have any insight to this issue I'm having.

I'm trying to download a game on Steam just now but I'm only getting ~250Kbps download speed instead of my usual 35-45Mbps. I run a speed test on Ookla at the exact same time and it's still showing my close-to-usual 307Mbps. Why is this not translating to better download speeds on Steam?
