Packet loss and latency

I've been experiencing quite bad packet loss and latency spikes affecting video calls, online gaming severely. It seems to be worse with cold/damp weather, and seemed to start after I had my cable repaired (a patch was applied inside a plastic box, it's sitting on top of damp soil). 

I don't know whether this is my connection to VM (my home network is fully wired) or something in VM's infrastructure e.g. locally. I've just started a thinkbroadband.com BQM, and I'll see if that reveals any kind of trend, but in running ping to various internet endpoints I saw significant packet loss and spikes in latency. I've also now moved the patch off the damp earth to see if that helps.

I'm quite disturbed by the silence in response to this, especially as VM don't appear to have any way to get in touch with customer services.

I've been tracking this as an ongoing issue, it hasn't gone away. Here's an example from today, which is not special.
