That is one possibility. That baseline latency is worse than the first BQM you posted.

Currently I can't see any area fault raised, can I ask with the prior appointment what work was carried out?

3db Attenuator fitted/Hub3 status/stats checked/Wiring checked. Technician said "Its area fault, i need to contact network team".

Technicians work has not fixed the problem.

Well that was honest. He knows what the real problem is, and he probably knows that nothing is going to be done about it.
