Low Speeds

I am going to call customer service as I have been experiencing low speeds of late. I am not prepared to go through all the things I have already checked internally so will just cancel if they won't play ball. However, I have noticed that my signal levels seem high. Could this be a factor? Shouldn't they be around 0? I am on the Hub 3.0 and Vivid Gamer and am getting under 100Meg a lot of the time. It used to be a constant 220/21 on speed tests.
