There may be a few things going on here. Your second speed test is showing 29mbps upload - the Hub throughput rate is limited to ~21 so that cannot be a correct result. What makes/models of devices are you testing on? and are you testing on ethernet cable connections (direct into the Hub) as well as over wifi ?
