Can you log into the Hub settings and look for something like the "Configuration file" page (depends what Hub you have?).
Look in 2 boxes - downstream & upstream "max data transfer rate" (or similar) this shows what the Hub is set to in bytes (not mb). So the Down one will have something like ~108000000 - what does the Up show. If its ~5000000 and not ~10000000 - then your upstream speed has not been upgraded to the 10mbps service. Try rebooting the Hub - see if it changes - if not you need to ask VM to update it for you.
