Gig1 upload speed is near zero.

These are the speeds I’ve had for the last week on Gig1.   Near zero upload is making the connection unusable.  This happened for a few days in October and for the last week.  Stratford-upon-Avon.

Download voltages seem high at up to 12.7.  Could this be causing issues???
