Getting 2.38mb on 200mb line

Signed up to VM in September, broadband speed has been woeful from the start and has now deteriorated almost beyond usability. Called numerous times, was advised that if the router is near my TV it will wash out my signal but even on my PC which is connected through ethernet cable the speed is the same as through WiFi. Was advised 2 weeks ago an engineer would contact me within 48 hours, still waiting.
