The OP is now a little over twelve months old and having read through a LOT of threads during that time I know a lot of Virgin Media customers on these boards experiencing slow speeds and poor service, have said they will contact BBC Watchdog regarding their frustration over the length of time it is taking to get a satisfactory solution to the problem.
Watchdog must have had a fair few complaints... It would appear that the producers are now taking an interest in the issue.
If you have contacted Watchdog regarding your Virgin Media Broadband, I wonder, have you received an email recently from the Assistant Producer of the programme?

Contention reference "F002896495", - poor speeds of 0.3Mbps to 4Mbps every evening. Ongoing since March 2014.
After some network upgrading, fault reference has now become F004952644.
