When to start new contract

I am moving in to a new place in September, but the Virgin broadband plan of the previous tenant ends in October. Do I need to wait till the plan of the previous tenant to end before I apply for a new one?

no, the old tenant should have cancelled when they left allowing you to get services.

You'll now have to contact VM and start the "Gone Away" process to have that account cancelled and your own contract started.
