Service Cable Exposed Above Ground

Hi there, 

I have VM Fibre installed at my property and over the last week a neighbour has been clearing the plants at the front property of her property and found our service cable exposed above the ground, it appears to have been installed like that years ago. I don’t know if my neighbour ever even agreed to have the cable on her property in the first place? 

Is someone able to get in touch about coming out and installing the cable at a more suitable depth?

 it comes up under the gravel to where the driveway meets the steps

I'd expect the contractors have simply placed the cable on top of the gravel and then brushed the gravel over it. They don't typically dig. When they did mine they said they didn't have any shovels anyway, only a brush! I did it myself, far easier and less hassle.
