I'm wondering if I can use a tp link adapter to connect the new phone line adapter as my hub 3 is upstairs and phone line is down stairs

If you are referring to a wi-fi adapter of some kind then the answer would be a no. VM expects the phone to plug into the back of the VM hub using the adapter that VM supplies as per

VM envisages that most people will be using a cordless phone setup with the cordless base station plugged into the VM hub and cordless phones used around the home as required.

Has your phone line been switched over to a connection from the VM hub as part of VM's phone switchover programme

A cleaner option is a DECT 2 handset cordless phone, the phone for upstairs could then moved as needed,
the base connected to the Hub.
