The grey box outside the front of our property has been smashed with wires hanging out causing a trip hazard on the pavement. How can this be fixed?

The postcode is DA12 1LD and the nearest house number is 1. 

Please note that this is a recurring problem so should there be any means of securing the box more fully please could this be considered?
