Not able to send SMS to 80011

I'm trying to send the connectme request to 80011 by following the attached guide in the pdf.

First of all, it's hard to comprehend the format of the message, are the information bits need to be separated by spaces or plus symbol etc.
Anyway, I tried sending the SMS with both ways and it just shows me failed to send every time.
