That's probably as fast as your tplink deco can go

Is this with wired and wireless devices?

Hi M4 and over Wi-Fi

seen other people get a lot more than that.

What device are you testing with?

There are many WiFi standards, so it could be the device limiting the speed.

Hi just on my iPhone 12

Have you any QoS set on the M4's ?  Can you do any testing with an ethernet cable direct to the VM Hub ?

Wifi speed guarantee with VM is only 20Mb and their Wifi Max promise ?

First off deco M4 only has gig Ethernet ports so the maximum speed you could get from wired is between 940-960Mbps.

The wireless spec is AC1200
5 GHz: 867 Mbps (802.11ac)
2.4 GHz: 300 Mbps (802.11n)

these are maximum speeds however and based on past experience with AC1200 /wifi5 400 - 500 Mbps  would likely be the maximum throughput you would get.

I’ve got the newer X50 which is AX3000/Wi-Fi6.  The 5 GHz band is quoted as running at 2400Mbps - in reality I get about 650 Mbps when stood next to the unit, and 300 Mbps when connected via one of the satellite units.  I do live in an area which is heavily congested with other Wi-Fi signals though .

Hi I have got the Qos set to max.

when I was using the hub 3 I got better results with the deco and modem mode.
wuth the hub 5 I getting better results just using the hub 650mb over Wi-Fi but the hub keeps putting Wi-Fi on a DFS channel, and if I choose a channel myself you can’t join Wi-Fi at all.
