New joined VM at new house, and self install the hub already but cannot to connect internet and hub 4 have red light (Tried reset and reboot the device, but still not work) please advise how to fix it ? Thanks

No, connection is fine. Hub 3 working without any problems.

Sounds like a disconnect at the Cab (unlikely as Hub 3 was working), not provisioned or loose QuickStart cables. Maybe needs a technician to install?
EDIT- Just saw the reply. If the Hub 3 is working then the Hub 4 is not provisioned……

Is the red light still present for you today? If so, can you confirm if it's a solid and constant red light, or is it a flashing red light?
