Exposed wires

The wires to our house under the public pavement have become exposed.can we just refill with ashfelt or cement?

TBH... DIY would be the simplest option if you can.

Are the wires in a protective conduit? If not... is it possible to get one around the wiring (split the conduit lengthwise and wrap around)? If so that would be worth doing before covering over.

Posting a couple of photos here might be useful too.
