Dropped Kerb VM apparatus upgrade

Hi, 

I'm trying to get a dropped Kerb approved by the council but need a letter from VM to say they are happy for the works to commence and to either give permission or carry out the upgrade to the catv outlet just outside me property. 

Does anyone know who to contact or how to contact the relevant people. VM are not the easiest people to speak to about this.
