Broken outside box, exposed wiring, cable not buried beneath grass

Hi there. How do I report broken VM equipment outside my house? The box fixed to my wall is badly damaged and has exposed and broken wires. The cable from the road to the box is lying across the grass... I thought this was supposed to be channelled underground? I can provide pictures if it helps?
