Arrange new cable pull

Had VM Cable for 8 years, originally the cable was brought into the property (2nd floor flat, approx 30 feet up) from a loose end that was available outside the building (literally dangling outside).  That was spliced in and protected using an orange plastic cable cover hanging loose outside my window, and I was assured that a proper cable re-pull would be arranged 'soon'.

After initially chasing, I gave up as it seemed to work, even if it looks messy. The cable protection cover has since come off and it's only a matter of time until there are issues.

 

So - my question - how do I get Virgin Media to do a cable pull to an existing property?  Not had much luck on the phone. 

 

Asking now because I'm about to have scaffolding up anyway if that would make the job more likely to get done.

The answer is, with great difficulty. I can probably explain why it was originally done this way 8 years ago.

Virgin techs only carry ladders to reach 1st Floor level. They also have no working at heights training or safety equipment for work above that level.

There are a handful of specialist teams that are there mainly to deal with safety issues from previous cable operator installs when legislation on Health & Safety regs were not so stringent.
