Got new hub 4 attached to laptop and entered admin.
Clicked for it to go into modem mode and confirmed but nothing happened. No reboot just back to the modem page and apply changes button.
Tried this a number of times including manual power off and on. Also reset to factory and went through it again. Nothing.
Not sure what else to try or will be asking for another unit

After getting through to someone who could help at Virgin it appears that the router won't accept the change to modem mode unless it is connected to the virgin network. Cannot fathom any reason why this should be the case but it worked.

Try another port not that it should matter.
With only your laptop connected and changed to modem mode which should reboot the hub if no internet power hub off for 2mins then back on unplug replug the Ethernet cable.
