I don't know maybe you have something flooding your connection..

On a clean PC (which can be hard to know) use the hub in modem mode with it and setup a new BQM and allow inbound ICMP for remote IP 80.249.99.164

The ethernet cables may have "faiiled" during that time - I have had several do so over the years.  Or some damage occurred on the connnectors or cables - or the devices themselves that is causing your issues.  Do you switch it all on at ~08.00 as that is the time all the issues on the BQM start - co-incidence perhaps?
